Waterloo Undercroft

Overview

We have been working on this urban regeneration scheme since 2021. Set around the base of the Imax cinema at Waterloo and gained planning consent by Lambeth Council in May 2024. The site comprises several Undercroft spaces underneath Waterloo Bridge, that will be developed to provide a new street food court, two bars, multi-purpose event space and new public access toilet amenity.

 
 

Brief

The primary driver for the project is to activate a currently dangerous and hostile environment that has been ignored for the past 30 years and improve the public realm connection between the vibrant South Bank and Waterloo Station.

 
 
 
 

Challenges

Whilst the “meanwhile use” lease term is planned at less than 10 years, the design of the elements is based around off-site manufacture of components that can be dismantled and relocated to other sites at the end of the lease. There are also significant elements of existing blockwork and timber enclosures that will be sensitively broken down and re-used as part of the redevelopment works, all in order to improve circularity of design and reduce the embodied carbon in the project. The proposals have also been designed to address concerns over poor lighting and way-finding, that contribute to making current passers-by feel unsafe (and largely avoid the area). We have also been consulting with the Metropolitan Police Counter Terrorism team to mitigate risks from hostile vehicle attacks and other possible attack profiles, due to the site’s prominent location and proximity to major transport infrastructure.
